They should drop in BoD and also Honeying kq chests, but lower the exp rate. Idk about what the drop rate should be but I think those two would be better than adding them to tower in general. It's always been like that though? Unless you are talking about 50 blues in general. It isn't any different besides the rarity of the weapon.
